Direct answer
Comparable production-line quotations should use the same water, bottle, output, pack, factory, utility and service inputs. Then compare system boundaries, technical basis, component scope, interface responsibility, test conditions, documentation, spares, shipping and commissioning. The headline filler speed or total price is not enough to show whether two offers include the same project.
System focus 01
Every bidder should receive the same reference bottle, target output, raw-water information, pack definition, site power and destination. Differences should be stated rather than silently assumed.

Separate treatment, blowing, air systems, filling, conveyors, labeling, coding, packing and utilities. Identify buyer-side items and optional modules rather than accepting a single complete-line label.

Documentation, FAT, packing, shipping, installation, commissioning, training, spares and after-sales coordination can materially change the usable scope.

They may use different bottle and output assumptions or include different treatment, air systems, conveyors, packing, controls, documentation, spares, shipping and service boundaries.
Give each supplier the same water data, product target, bottle, cap, label, pack, output, operating hours, site utilities, destination and required service scope.
It should identify the reference materials, test location, run conditions and duration, measurements, acceptance criteria, records and process for resolving open items.

A factory acceptance test is useful when the protocol, materials, operating basis and disposition rules are agreed before participants arrive at the manufacturing site.
A complete-line order remains incomplete when a cable, pipe, transfer, signal, test material or approval is described only as “by others.”
The technical scope annex turns the selected bottled water line proposal into a contract-ready boundary. It should state exactly what is supplied, connected, tested, documented and accepted, including buyer work and third-party interfaces that an equipment list does not reveal.
