A complete or turnkey line is a coordinated production system with clearly defined delivery responsibilities, not a filler surrounded by optional machines.
Direct answer
A complete bottled-water production line typically connects a project-specific water-treatment route and a bottle-preparation route to a hygienic rinsing, filling and capping center, then carries the sealed bottle through inspection, decoration, coding and secondary packaging. A turnkey scope can also coordinate defined utilities, installation, commissioning and handover services, but those responsibilities must be stated in the confirmed quotation rather than assumed from the word turnkey.

Treated water and empty bottles must arrive at the filling center at the required quality, flow, pressure and rate. The water side is chosen from raw-water analysis and the product target. The bottle side is chosen from whether bottles are blown onsite, supplied ready-made or fed from an existing handling system.

Labelers, coders, conveyors and packers must be selected against the same reference bottle and pack pattern as the filler. A fast filler does not create a fast production line when downstream machines stop, starve or block the flow.

A comparable quotation should separate typical complete-line supply, optional modules, buyer-side utilities and project-specific services. This prevents a low headline price from hiding missing air systems, conveyors, pack formats, documentation or commissioning responsibilities.

One project may begin with raw water and PET preforms, another with treated water and purchased empty bottles, and an upgrade may retain several operating systems. The quotation should name its starting inputs and finished output instead of using complete as an undefined label.

Turnkey should mean only the equipment, utilities, engineering, installation, commissioning and handover responsibilities explicitly included in the signed scope. It is not a universal package and should never be assumed from the label alone.
No. A project can blow PET bottles onsite, receive purchased empty bottles or connect an existing bottle-handling system. The selected route changes the equipment, utilities, storage and transfer scope.
The essential inputs are source-water data, product target, bottle and closure, required output, label and pack format, available factory services, destination and the responsibilities expected from each party.
Clear boundaries show which tanks, air systems, conveyors, controls, documentation, testing and site services are included, optional or buyer-side. This makes quotations comparable and reduces interface gaps.

A small bottled water production line should be sized around realistic saleable demand and operating capability. “Small” does not mean that treatment, hygiene, utilities, packing or acceptance can be omitted.
A 5 gallon water bottling line is not an enlarged version of a small PET bottle line. Returned-container control, external and internal washing, filling, capping and bottle handling must be planned as one hygiene and logistics system.
A useful water bottling plant layout coordinates production flow, hygiene, utilities, access, maintenance, storage and dispatch. It cannot be selected from bottles per hour or one generic floor-area number.
