Direct answer
The cost of a bottled water production line depends on the source-water route, onsite bottle blowing or supplied bottles, the reference container and output, labeling and pack formats, automation, utility systems, documentation, testing, shipping and installation or commissioning responsibilities. A comparable budget therefore separates core production equipment, required auxiliaries, buyer-side factory services and project-delivery services. Fixed public prices are misleading when those inputs are not the same.

System focus 01
Start every budget with the same water product, reference bottle, cap, label, pack, target output, operating schedule, factory condition and destination. If one supplier assumes purchased bottles while another includes onsite blowing and compressed air, their totals do not describe the same project.

Break the quotation into treatment, hygienic storage, bottle production or handling, filling, conveying, inspection, labeling, coding and secondary packing. Show the auxiliaries that allow these systems to work together instead of hiding them inside one total.

The supplier may specify utility conditions while the buyer provides distribution, drains, foundations, ventilation or building work. Those responsibilities need to be priced in the correct project budget even when they are outside the equipment quotation.

Export packing, freight boundary, drawings, manuals, FAT, site labor, travel, commissioning, training and acceptance records can change both the price and the risk of bringing the line into production. Compare them as named deliverables.

A production-line quotation is not automatically a complete bottled-water business budget. Land, buildings, permits, laboratories, raw materials, staffing, distribution, marketing and working capital remain separate unless the signed scope expressly includes them.

No. Output is only one input. Source-water treatment, bottle supply, container formats, automation, labeling, packing, utilities, documentation, testing, shipping and site-service boundaries can materially change the complete project scope.
Common gaps include air compression and treatment, tanks and pumps, conveyors and accumulation, coding, pack-format equipment, change parts, utility connections, recommended spares, export packing, installation support and acceptance testing.
List each option with its trigger and interface. A buyer should be able to see whether the option is required for the confirmed bottle, product, pack, factory or service expectation rather than treating every option as interchangeable.
It focuses on the production-line and project-delivery boundary. Buildings, permits, laboratories, local distribution, working capital and other business costs remain separate unless a confirmed proposal explicitly includes them.

A small bottled water production line should be sized around realistic saleable demand and operating capability. “Small” does not mean that treatment, hygiene, utilities, packing or acceptance can be omitted.
A 5 gallon water bottling line is not an enlarged version of a small PET bottle line. Returned-container control, external and internal washing, filling, capping and bottle handling must be planned as one hygiene and logistics system.
